The modernization of agriculture and rural areas is crucial to the overall progress and quality of China's path to modernization. During the "14th Five-Year Plan" period, the comprehensive productive capacity of agriculture has reached a new level, the achievements of poverty alleviation have been consolidated and expanded, the living standards of farmers have significantly improved, and remarkable progress has been made in the comprehensive revitalization of rural areas. The "15th Five-Year Plan" period is a critical time for laying a solid foundation and making comprehensive efforts to basically achieve socialist modernization. It is necessary to accelerate the remedying of prominent shortcomings in the agricultural and rural fields and expedite the construction of a strong agricultural country. 2026 is the inaugural year of the "15th Five-Year Plan", and it is crucial to do a good job in the work related to agriculture, rural areas, and farmers (hereinafter referred to as "the 'Three Rural' work"). We must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the plenary sessions of the 20th Central Committee, conscientiously carry out the deployment of the Fourth Plenary Session, fully implement General Secretary Xi Jinping's important expositions and instructions on the "Three Rural" work, persist in taking the resolution of the "Three Rural" issues as the top priority of the entire party's work, persist in and strengthen the party's comprehensive leadership over the "Three Rural" work, fully and accurately implement the new development concept, adhere to the general tone of making progress while maintaining stability, prioritize the development of agriculture and rural areas, adhere to the integrated development of urban and rural areas, anchor on the modernization of agriculture and rural areas, take promoting the comprehensive revitalization of rural areas as the overall focus, learn from and apply the experience of the "Ten Million Project" as a guide, and take reform and innovation as the fundamental driving force to improve the effectiveness of policies that strengthen agriculture, benefit farmers, and enrich farmers, firmly maintain the bottom line of national food security, continuously consolidate and expand the achievements of poverty alleviation, enhance the level of rural industrial development, rural construction, and rural governance, and strive to build agriculture into a modern large-scale industry, basically provide modern living conditions in rural areas, make farmers' lives more prosperous and beautiful, and provide basic support for promoting China's path to modernization. 1. Improve the comprehensive productive capacity and quality benefits of agriculture (1) Stably develop grain and oil production. Grain output should be stabilized at around 700 million kilograms. We must persist in simultaneously focusing on production capacity, production ecology, and increasing production and income, intensify the implementation of a new round of action to increase grain production capacity by 50 billion kilograms, promote the integration and efficiency enhancement of good farmland, good seeds, good machines, and good methods, and increase the yield of grain and oil crops on a large scale. We should optimize the agricultural production structure and regional layout according to local conditions, promote the cultivation and quality improvement of grain varieties, implement projects to improve the quality and efficiency of grain circulation, and promote marketable, high-quality, and high-price products. We should consolidate and enhance soybean production capacity, and do a good job in production and marketing coordination. We should expand the production space of rapeseed, peanut, camellia oleifera, etc., and diversify the supply of oilseeds. We should promote the steady development of industries such as cotton, sugar, and natural rubber. We should further promote grain conservation and anti-food waste actions. (2) Promote the quality and efficiency improvement of the "vegetable basket" industry. We must persist in simultaneously developing agriculture, forestry, animal husbandry, and fishery, and promote the construction of a diversified food supply system. Strengthen comprehensive regulation of pig production capacity, consolidate the achievements in alleviating difficulties in beef cattle and dairy cattle industries, and promote a balanced supply and demand as well as healthy development. Take multiple measures to promote dairy consumption. Support the development of silage corn, alfalfa, and other forage production, and promote the transformation and upgrading of grassland animal husbandry. Support the renovation and transformation of facility agriculture, stabilize the development of vegetable production, advance deep-sea aquaculture and modern deep-sea fishing, actively develop forest food and bio-agriculture. Strictly implement the food safety responsibility system, strengthen multi-sector collaboration and whole-chain supervision, and severely investigate and punish issues such as illegal additions and excessive agricultural and veterinary drug residues. (3) Strengthen farmland protection and quality improvement. Strictly adhere to the red line of farmland, coordinate the optimization of agricultural land layout, strictly manage the balance of farmland occupation and compensation, standardize the quality acceptance of supplementary farmland, and formulate special plans for farmland protection. Resolutely crack down on all types of illegal activities that damage farmland, solidly promote the rectification of unauthorized construction on farmland in rural areas, and strictly prevent the resurgence of issues such as "greenhouse houses". Focusing on protecting the arable layer and grain production capacity, optimize the rules for farmland survey, improve the management system of facility agricultural land, and steadily and orderly carry out the rectification of "non-grainization" of farmland and the rehabilitation and utilization of abandoned land. Promote the construction of high-standard farmland in a high-quality manner by region and classification, improve the mechanisms for project initiation, construction, acceptance, and management and protection, strengthen fund supervision, and increase efforts in soil improvement and fertility enhancement. Advance the modernization and transformation of large and medium-sized irrigation areas, and strengthen the connection between high-standard farmland canal systems and key irrigation area projects. Improve the management mechanism for the preferential entry and inferior exit of permanent basic farmland. Implement a new round of black soil protection project, solidly promote the comprehensive utilization of saline-alkali land and the treatment of acidified farmland. Without compromising the task of farmland protection within the province, steadily and orderly withdraw unstable farmland that affects flood control safety in river and lake areas. (4) Enhance the efficiency of agricultural science and technology innovation. Coordinate the construction of science and technology innovation platform bases, strengthen the research and development of key core technologies in agriculture and the efficient transformation and application of scientific and technological achievements, and cultivate and expand leading enterprises in agricultural science and technology. Deeply implement the action to revitalize the seed industry, accelerate the breeding and promotion of breakthrough varieties, and promote the industrialization of biological breeding. Accelerate the research and development and application of high-end intelligent agricultural machinery equipment suitable for hilly and mountainous areas, and strengthen the research, development, and promotion of forestry and grassland machinery equipment. Develop new productive forces in agriculture according to local conditions, promote the integration of artificial intelligence with agricultural development, expand the application scenarios of drones, the Internet of Things, robots, etc., and accelerate key technological innovations in agricultural biomanufacturing. Deepen the reform of agricultural research institutes. Promote the reform and construction of grassroots agricultural technology extension systems, and promote the entry of agricultural scientific and technological achievements into villages and households. Deepen the reform of education and teaching in agricultural universities, accelerate the construction of new agricultural sciences oriented towards demand, and promote targeted training of agricultural professionals. (5) Strengthen the construction of agricultural disaster prevention and mitigation system. Conduct a general survey and zoning of agricultural climate resources, strengthen the monitoring, forecasting, and early warning of meteorological, hydrological, and geological disasters, and improve the ability to respond to extreme weather. Promote the construction of controlled hubs, levees that meet standards, and flood detention basins for major rivers, strengthen the reinforcement of dangerous and defective reservoirs and large and medium-sized defective sluices, enhance the repair and renovation of farmland ditches, the management of small and medium-sized rivers, and the management of flood-prone areas in the plains, improve the risk management and flood control capabilities of mountain flood gullies, and do a good job in the restoration and reconstruction of disaster-damaged facilities. Strengthen the construction of flood control and drainage systems in northern areas, and moderately raise the standards for engineering construction. Strengthen the construction of emergency water sources for drought resistance and farmland drainage facilities, improve the allocation of disaster relief equipment and emergency call mechanisms. Intensify the unified prevention and control of pests and diseases, and promote joint prevention and control of major animal diseases. Promote the construction of farmland shelterbelts, and strengthen forest and grassland fire prevention and suppression work. (6) Promote the coordination between agricultural product trade and production. Promote the diversification of agricultural product imports. Cultivate internationally competitive agricultural enterprises. Support the expansion of exports of advantageous and distinctive agricultural products. Crack down severely on agricultural product smuggling in accordance with the law. Actively participate in international food and agriculture governance. II. Implement normalized precision assistance (7) Improve the normalized assistance policy system. Implement normalized assistance responsibilities, steadily improve the "three guarantees" and drinking water safety guarantee levels, and maintain the bottom line of preventing large-scale poverty from returning. Integrate normalized assistance into the overall implementation of rural revitalization strategy, and maintain overall stability in policies related to fiscal investment, financial support, and resource element allocation. Strengthen development-oriented assistance, enhance endogenous motivation, give full play to the role of social assistance as a basic guarantee, and promote the coordinated integration of assistance policies. Maintain the stability of the scale of normalized assistance funds from the central government and the scale of investment from provincial and municipal levels, and counties can reasonably arrange funds according to assistance tasks. (8) Improve the accuracy and timeliness of monitoring and assistance. Reasonably determine the identification criteria for preventing poverty from returning, and standardize the standard adjustment mechanism. Solidly carry out normalized monitoring at the rural and township levels, improve the precise identification and rapid response mechanism, and ensure early detection, early intervention, and early assistance. Coordinate the monitoring and identification of poverty-returning and rural social assistance recipients, standardize the calculation of income and expenditure, and strengthen data sharing. The proportion of regular assistance funds from the central government used for industrial development should remain basically stable at the provincial level, while differentiated requirements can be implemented at the county level. Improve the reward and subsidy policy for industrial assistance to households, supporting the prevention of poverty and the increase of income for those at risk of returning to poverty. Strengthen the responsibility for regular supervision of assets in assistance projects, incorporating them into the state-owned asset or rural collective asset supervision system by category, and enhancing the revitalization and utilization of inefficient and idle assets. Intensify employment assistance, effectively organize labor export, and make good use of employment channels such as employment assistance workshops and rural public welfare positions. Continue to provide follow-up support for relocation. (10) Provide assistance to underdeveloped areas in a stratified and classified manner. Identify key assistance counties for rural revitalization at both the national and provincial levels, improve support policies and incentive and restraint mechanisms, and enhance the statistical monitoring system for development status. Promote the construction of regional and cross-regional major infrastructure. Carry out in-depth "group-based" assistance for medical and educational cadres and talents, as well as the selection and dispatch of science and technology special missions. Expand the areas of cooperation between the eastern and western regions, adjust and optimize the pairing relationship of designated assistance from central units, and improve assessment and evaluation methods. Implement regular village assistance, optimizing the selection and management mechanism for first-party secretaries and work teams stationed in villages. III. Actively promote stable income growth for farmers. (11) Protect and mobilize farmers' enthusiasm for farming and grain production. Strengthen policy support and coordination in terms of prices, subsidies, insurance, etc., and improve the income guarantee mechanism for grain farmers. Strengthen market monitoring, early warning, and information release for agricultural products, coordinate market-oriented purchases and policy-based storage, and promote the price of important agricultural products such as grain to remain at a reasonable level. Reasonably determine the minimum purchase price for rice and wheat, and improve the target price policy for cotton. Stably implement the farmland fertility protection subsidy, corn and soybean producer subsidies, and rice subsidy policies. Implement the subsidy policy for the purchase and application of agricultural machinery, promote the optimization of machinery and subsidies, and strengthen regular supervision throughout the entire chain. Strengthen the insurance coverage for rice, wheat, corn, and soybeans, support the development of local specialty agricultural product insurance, and improve the efficiency of insurance claims. Strengthen the construction of agricultural product futures markets. Encourage local governments to carry out pilot projects for special loan discounts for grain and oil planting. Guide agricultural enterprises to coordinate and arrange processing capacity in major grain-producing areas. Implement the horizontal interest compensation policy between grain-producing and grain-consuming provinces, supporting major grain-producing areas to supplement financial resources and develop the grain industry. (12) Cultivate and expand county-level industries that enrich the people. Coordinate the development of scientific and technological agriculture, green agriculture, quality agriculture, and brand agriculture, develop multiple functions of agriculture, and promote the deep integration of rural primary, secondary, and tertiary industries. Support the development of green and efficient planting and breeding, promote the intensive processing of agricultural products, cultivate high-quality agricultural brands, and promote the development of the entire industrial chain. Implement high-quality development projects for rural e-commerce, promote the下沉赋能 of e-commerce platforms, and strengthen the construction of facilities for pre-cooling, storage and preservation, sorting, and processing at the production sites. Standardize live streaming sales of agricultural products. Actively develop the forestry and grassland industries, cultivate and expand under-forest economy, forest health care, and other formats. Optimize the regional layout of the cocoon and silk industry. Develop county-level economies with distinctive characteristics, cultivate characteristic industrial clusters of small and medium-sized enterprises, and promote the integrated development of industrial development, county strengthening, and people enrichment. Expand the channels and methods for farmers to participate in industrial development, improve the mechanism for fair sharing of industrial development benefits, and guide new agricultural business entities to drive farmers' income increase and prosperity. Strengthen the overall planning and scientific argumentation of industrial projects to avoid rushing headlong into action and ups and downs. Improve the provincial statistical evaluation system for agriculture and related industries. (13) Promote stable employment for migrant workers. Implement support policies for stable employment of migrant workers, support key industries and enterprises to reduce burdens and expand jobs. Implement large-scale vocational skills training, and promote precise matching between training programs and job demands. Coordinate and ensure the provision of services for migrant workers and support for returning home for employment and entrepreneurship, strengthen care and assistance for older migrant workers. Strengthen the guarantee of migrant workers' wage payment, and intensify efforts to rectify wage arrears. Promote the rural craftsman cultivation project. Expand the coverage, construction fields, and labor remuneration payment scale of work-relief projects, encourage the adoption of flexible contracting methods for rural grassroots to independently implement projects. Promote flexible employment personnel to participate in basic endowment insurance for urban workers, and expand the pilot program for occupational injury insurance for new employment forms. (14) Take multiple measures to expand rural consumption. Support the expansion and upgrading of rural consumption, improve consumption facilities and service levels, cultivate new consumption formats, models, and scenarios such as harvest markets, intangible cultural heritage workshops, and leisure camping. Support the construction and renewal of county-level rural circulation infrastructure, promote cost reduction and efficiency improvement in rural and remote areas' commercial circulation. Support the promotion of new energy vehicles, smart home appliances, and green building materials to rural areas, and improve the recycling system for renewable resources such as waste home appliances and furniture in rural areas. Crack down severely on the production and sale of counterfeit and inferior goods in rural areas in accordance with the law.
IV. Promoting the Construction of Livable, Workable, and Beautiful Villages Based on Local Conditions (15) Coordinate and Optimize the Layout of Rural Territorial Space. Adapt to population change trends, base on the main functional orientation, and combine natural disaster prevention to coordinate and optimize the layout of villages and towns, improve the quality and effectiveness of village planning, and reasonably determine the construction priorities and sequences. Improve the implementation mechanism of rural construction based on local conditions, promote rural revitalization in an orderly and regionalized manner, gradually enhance the completeness of rural infrastructure, convenience of public services, and comfort of the living environment, accelerate the improvement of shortcomings in modern living conditions in rural areas, and create high-quality living spaces in rural areas. Collaboratively promote the governance of territorial space at the county level, steadily carry out comprehensive land consolidation under the premise of maintaining the quantity of cultivated land, improving its quality, and enhancing the ecological environment, improve the level of economical and intensive land use, and ensure rural development land by classification. Support the construction of towns and villages in border areas. (16) Strengthen the Construction and Management of Rural Infrastructure. Support the construction of small-scale water diversion and regulation projects, improve the level of rural water supply security by classification, and implement unified management and professional maintenance of rural water supply at the county level where conditions permit. Improve the power supply security and comprehensive carrying capacity of rural power grids, expand the coverage of rural charging facilities. Continue to implement the renovation of dilapidated houses in rural areas and promote the construction of modern livable rural houses. Implement high-quality development actions for digital villages to enhance network coverage in rural and remote areas. Strengthen the infrastructure construction in forest areas, reclamation areas, and pastoral areas. Promote the integrated planning, construction, management, and maintenance of county-level infrastructure, and improve the long-term mechanism for the management and maintenance of rural infrastructure. (17) Strengthen the Coordination of Basic Public Service Supply at the County Level. Stably and cautiously optimize the layout of rural primary and secondary schools and kindergartens, retain and run necessary small-scale schools and kindergartens in rural areas, and implement the action plan for revitalizing ordinary high schools at the county level. Promote the construction of urban-rural school communities, strengthen the overall allocation of teachers at the county level, and promote the online sharing of high-quality classrooms between urban and rural schools. Support the close-knit county-level medical community to enhance its comprehensive service capabilities, reasonably expand the scope of drug procurement, allocation, and use by grassroots medical and health institutions. Consolidate and expand the achievements of rural residents' medical insurance participation, improve the incentive and restraint mechanism for continuous participation, and steadily increase the proportion of medical insurance funds used in county, township, and village medical and health institutions. Implement a special program for college students to become rural doctors. Based on home-based elderly care, encourage the development of meal assistance services, day care, rehabilitation nursing, and other elderly care services in places where conditions permit. Develop inclusive childcare services at the county and township levels. Improve the mechanism for determining and dynamically adjusting the rural minimum living allowance standards, optimize the relief and support system for extremely impoverished individuals, and enhance the timeliness and accessibility of temporary assistance. Adopt measures such as cadre liaison, volunteer services, and the development of rural public welfare positions to strengthen visits and care for rural single elderly, left-behind children, children in difficult circumstances, disabled people, and mentally ill individuals, and promptly help solve practical difficulties. (18) Promote the integrated protection and restoration of rural ecology. Continue to improve the rural living environment through rectification, resolve issues such as rural toilet renovation and garbage surrounding villages with a perseverance spirit, improve the socialized management and service system for rural toilets, improve the appearance of villages, and build beautiful villages. Select rural sewage treatment models according to local conditions, optimize and adjust inefficient and ineffective sewage treatment facilities, and accelerate the elimination of black and odorous water bodies in rural areas. Promote the reduction of rural household waste at the source, improve the regular operation guarantee mechanism for collection, transportation, and disposal. Promote green production and water-saving irrigation technologies, and develop ecological and low-carbon agriculture. Advance the prevention and control of agricultural and rural pollution, strengthen the systematic treatment of prominent agricultural non-point source pollution areas, promote the tracing, remediation, and safe utilization of contaminated farmland, and strengthen the comprehensive treatment of livestock and poultry manure and marine aquaculture ecological environment issues. Improve the comprehensive utilization capacity of straw. Strengthen the systematic management and ecological protection of important rivers, lakes, and reservoirs, and promote comprehensive management of soil erosion in key watersheds and regions. Firmly implement the ten-year fishing ban on the Yangtze River. Strengthen the quarantine of imported animals and plants and the prevention and control of invasive alien species. Fully promote the construction of the "Three North Shelterbelt" project, promote the implementation of projects such as work-relief, and consolidate and expand the achievements of sand prevention and control. Improve the fourth round of grassland ecological protection subsidy and reward policies. (19) Deeply implement the construction project of civilized rural customs. Strengthen ideological and political work in rural areas, promote and practice the core values of socialism, and extensively carry out mass publicity and education activities. Coordinate and promote civilized cultivation, civilized practice, and civilized creation, and promote the formation of an upward and virtuous rural moral atmosphere. Promote "literature and art to beautify the countryside" and enrich the supply of rural cultural products and services. Promote the systematic protection of rural cultural heritage, strengthen the investigation and protection of rural cultural relics, traditional villages, and intangible cultural heritage, and establish a protection implementation mechanism with villagers as the main body. Continue to rectify high-value betrothal gifts in rural areas and strengthen joint governance in adjacent provinces. Guide the establishment of correct views on marriage and love, childbirth, and family, and cultivate a simple and civilized wedding culture. Improve the rural funeral and burial public service system, promote the construction and standardized management of public welfare cemeteries in rural areas. (20) Build a safe and law-abiding rural area. Adhere to and develop the "Fengqiao Experience" of the new era, and promote the resolution of contradictions and disputes at the grassroots level. Strengthen the overall prevention and control of rural social security, carry out anti-crime and anti-corruption activities on a regular basis, and resolutely curb the breeding and spread of "village tyrants" and family and clan criminal and evil forces. Improve the management system of ancestral hall activities. Crack down on various illegal and criminal acts in rural areas, such as pornography, gambling, drug abuse, infringement of women's and children's rights, infringement of the personal rights of disabled people, telecommunications and network fraud, and illegal financial activities. Strengthen the prevention and control of juvenile delinquency. Strengthen the management of religious affairs in rural areas. Establish and improve the legal and regulatory system for agriculture and rural areas, and strengthen the publicity and education of the rule of law in rural areas. Fully implement the Rural Revitalization Promotion Law. Coordinate and effectively manage the investigation and treatment of rural disaster risks and hidden dangers, prevent and resolve safety risks in key areas such as road traffic, confined spaces, gas, fire protection, and housing, and strengthen the construction of safety protection and emergency rescue capabilities for drowning and other dangerous situations. Carry out special rectification of safe production on marine fishing boats. V. Strengthen institutional and mechanism innovation (21) Accelerate the improvement of the modern agricultural management system. Fully implement the second round of pilot projects to extend the land contract for another 30 years after its expiration in the whole province, properly resolve contradictions and disputes in the extension of the contract, and ensure that the original contracted land of the vast majority of farmers remains stable and is smoothly extended. Regulate the transfer of contracted land management rights, strengthen the risk monitoring and early warning of long-term large-scale land transfer. Improve the production and operation capacity of family farms, enhance the development quality of farmers' cooperatives, give full play to the role of modern agricultural comprehensive service centers, improve the convenient and efficient agricultural social service system, develop appropriate scale operation of agriculture, and promote the organic connection between small farmers and modern agriculture. Deepen the reform of the rural collective property rights system, support the development of new rural collective economy, and strictly control new village-level debts. Promote the comprehensive reform of supply and marketing cooperatives, accelerate the rationalization of the relationship between social enterprises, and strengthen the service function for farmers. Improve the supervision system of state-owned assets and resources in agricultural reclamation areas. (22) Regulate and orderly utilize various rural resources. Orderly promote the entry of rural collective commercial construction land into the market, support the priority use of land entering the market for the development of collective economy and rural industries, and strictly prohibit the use of land for the construction of commercial housing. Strengthen the approval management of rural homesteads and farmers' housing construction, strictly investigate and prevent illegal purchase of rural homesteads. Activate and make good use of idle land and houses according to law, strengthen the management of leasing contracts. Guide the healthy development of rural property rights transfer and trading markets. Deeply rectify prominent problems in the management of rural collective funds, assets, and resources, strengthen the standardized management of village-level labor employment. Continue to deepen the reform of collective forest rights system. (23) Innovate rural revitalization investment and financing mechanisms. Prioritize general public budget investments in agriculture and rural areas, enhance the effectiveness of fiscal policies supporting agriculture, and improve the efficiency of funds. Make full use of special bonds and ultra-long-term special treasury bonds to support the construction of eligible major projects in agriculture and rural areas. Improve the collaborative financial support mechanism for agriculture, fully leverage policy incentives such as re-loans for agriculture and small businesses, technological innovation, and technological transformation, and promote financial institutions to increase funding for agriculture and rural areas. Increase support for loan extensions and renewals for agriculture-related enterprises and farmers. Promote the construction of rural credit systems, strengthen the collection and sharing of agriculture-related information, guide and regulate social investment in agriculture and rural areas, and improve risk prevention mechanisms.
