From the overall situation, the dry farming areas in northern China should learn from the development experience of European and American countries and appropriately develop large-scale agricultural machinery; In the southern paddy fields and hilly areas of our country, we should learn from the development experience of countries such as Japan and South Korea, and focus on developing small and medium-sized agricultural machinery. But specifically for each province, region, city, and even county, each should have its own distinctive and prominent agricultural mechanization development direction and path based on the local agricultural planting structure and rural economic development status, and also have its own different top-level design schemes for agricultural mechanization.

At the same time, the top-level design of agricultural mechanization should have a big agricultural perspective and a big agricultural machinery perspective. It not only focuses on studying the planting industry and main crops in the field, but also takes into account the breeding industry and agricultural product processing industry, as well as facility agriculture and various economic crops. It is not only necessary to study the mechanization in production, but also to study the mechanization in the pre production and post production stages. In summary, this top-level design should focus on the comprehensive and full mechanization of large-scale agriculture and agricultural machinery.

Currently, it has the product and technical conditions to carry out agricultural mechanization planning and zoning.

The biggest characteristic of a market economy is market competition. The purpose of enterprise operation is to make money, and it will use various means to seek the maximum profit, which may lead to deviations in the development process of agricultural mechanization. In order to avoid detours, reduce costs, and improve efficiency in the development of agricultural mechanization in our country, it is necessary to carry out top-level design of agricultural mechanization, plan the development direction and approaches of agricultural mechanization, encourage and support those that are in line with the development direction, and correct those that are not in line with the development direction. In addition, it is necessary to block various crooked ways, guide and regulate the business behavior of enterprises, and ensure that agricultural mechanization is on the right development path.
