Discussion on the draft amendments to three laws, including the Agricultural Technology Extension Law of the People's Republic of China

On March 1st, Premier Li Qiang presided over an executive meeting of the State Council, which reviewed and approved the Action Plan for Promoting Large scale Equipment Renewal and Consumer Goods Exchange. The plan aimed to study and accelerate the construction of modern infrastructure systems, continue to deepen the high-quality development of the Yangtze River Delta integration, and discuss the draft amendments to three laws, including the Agricultural Technology Extension Law of the People's Republic of China.

The meeting pointed out that promoting a new round of large-scale equipment updates and exchanging old for new consumer goods is a major decision made by the Central Committee of the Communist Party of China with a focus on the overall high-quality development of our country. In accordance with the requirements of the Central Committee of the Communist Party of China's deployment, we must adhere to market orientation and government guidance, encourage advanced and eliminate backward, adhere to standard guidance and orderly improvement, accelerate the improvement of plans, carefully organize and implement, promote the continuous increase in the proportion of advanced production capacity, and bring more high-quality and durable consumer goods into the lives of residents, so that this work can benefit more enterprises and consumers. We need to combine the diverse needs for upgrading and upgrading various types of equipment and consumer goods, increase policy support in finance, taxation, and other areas, better leverage the traction role of energy consumption, emissions, technology and other standards, orderly promote the upgrading and renovation of key industry equipment, construction and municipal infrastructure equipment, transportation equipment, old agricultural machinery, education and medical equipment, and actively carry out the exchange of old for new consumer goods such as automobiles and home appliances, forming a scale effect of upgrading and upgrading. We need to implement a comprehensive conservation strategy, accelerate the establishment and improvement of a recycling and utilization system, promote the remanufacturing of waste equipment, and improve the level of resource recycling.

The meeting pointed out that building a modern infrastructure system is an important support for building a socialist modernized strong country and an inherent requirement for promoting high-quality development. To meet the needs of building a socialist modernized strong country, we need to strengthen overall planning, promote coordinated and orderly progress, focus on improving spatial layout, optimizing supply structure, enhancing comprehensive functions, promoting system integration, and accelerate the construction of an advanced, applicable, complete, intensive, efficient, safe and green modern infrastructure system.

The meeting discussed and approved in principle the amendments (draft) to three laws, including the Agricultural Technology Extension Law of the People's Republic of China, and decided to submit the draft to the Standing Committee of the National People's Congress for review.
