The operating conditions of agricultural machinery have been significantly improved, the socialized service system of agricultural machinery covering the pre-production, post-production and post-production of agriculture and animal husbandry has been basically established, the energy conservation and emission reduction of agricultural machinery equipment has achieved significant results, the support of agricultural machinery for the green development of agriculture and animal husbandry has been significantly enhanced, the integration of mechanization, informatization and intelligence has been further enhanced, the disaster prevention and mitigation capacity of agricultural and animal husbandry mechanization has been significantly enhanced, and the data security of agricultural machinery and the safe production of agricultural machinery have been further strengthened. The specific indicators are as follows: the comprehensive mechanization rate of crop cultivation and harvest in the whole region has reached more than 88%, the main production counties (cities and districts) of main crops have basically realized agricultural mechanization, the main production links of economic characteristic crops have basically realized mechanization, the mechanization rate of animal husbandry and aquaculture has reached about 50%, and the mechanization level of agriculture, aquaculture and primary processing of agricultural products has been further improved. The agricultural and animal husbandry mechanization industry chain has become more stable, the total income of agricultural machinery services has continued to grow, and the agricultural and animal husbandry mechanization has entered a period of comprehensive and high-quality development.

Looking forward to 2035, the whole process of crop production in the region will be mechanized, the level of mechanization of livestock and poultry breeding will rise significantly, and the mechanization of facility planting, aquaculture, and primary processing of agricultural products will significantly enhance the value-added capacity of agricultural and livestock products. 2、 Promote the key links of grain mechanized production to reduce losses and improve quality

4、 Promote the whole-process mechanization of livestock and poultry aquaculture

We will improve the technical standard system for mechanized breeding of major livestock breeds, and formulate the technical specifications for large-scale breeding facilities and equipment of major livestock breeds, such as cows, beef cattle and mutton sheep. We will promote the construction of an ecological cycle model that combines planting and breeding, and create a regional, large-scale, standardized, and information-based mechanized production model for the whole process of livestock and poultry breeding. Focus on promoting efficient forage production and processing equipment and technology, and consolidate and improve the mechanization level of forage production and processing. Promote the integration of mechanical equipment and breeding technology, demonstrate and promote the special technical equipment such as precision feeding, intelligent environmental control, epidemic prevention and control, fecal waste resource utilization, and harmless treatment of sick and dead livestock and poultry, and improve the mechanization level of livestock breeding main varieties, key links, and large-scale farms (households). 5、 Promote the application of green and efficient machinery and equipment for primary processing of agricultural and livestock products

Taking corn, wheat, potatoes, soybeans, rice and other crops as well as dairy cattle, beef cattle, mutton sheep and other major livestock species as the primary processing of agricultural products, taking into account the key links of economic and characteristic crops such as sunflower, coarse grain and miscellaneous beans, vegetables and so on, promote the promotion and application of key technologies and equipment such as rapid precooling, energy-saving drying, green storage, low temperature pressing, efficient peeling and shelling, cleaning grading, livestock slaughtering, cold chain logistics and so on. Explore the development of "Internet plus+primary processing mechanization", and promote the integration of mechanization, informatization and intelligence in key links of primary processing of agricultural and livestock products. We will speed up the formulation and improvement of technical standards for the promotion and identification of mechanization of primary processing of agricultural and livestock products. Promote the complete set of machinery and equipment for primary processing of agricultural products with low loss of main grain crops, and improve the engineering level of primary processing of agricultural and livestock products.

Column 2 Key work and important projects of full mechanization

1. Establishment of demonstration counties for whole-process mechanization of crop production: focus on grain crops, and focus on complementing weaknesses, strengthening the whole process and improving the level, to create 10 demonstration counties for whole-process mechanization of crop production.

2. Black land conservation tillage action: comprehensive promotion of conservation tillage in suitable areas of Hulunbeier City, Xing'an League, Tongliao City and Chifeng City, with an area of 29.5 million mu in 2025.

3. Implement deep subsoiling of cultivated land: with the goal of breaking the bottom of the plough and improving the ability of soil water storage and moisture preservation, carry out deep subsoiling of cultivated land in suitable areas, and complete the deep subsoiling of cultivated land at least 10 million mu per year.

4. Selection and release of typical cases of whole-process mechanization of economic and characteristic crop production: focusing on sunflower, sugar beet and coarse grain, carry out whole-process mechanization technology test and demonstration, select suitable machines and tools, summarize technical routes, refine production models, and release 3 typical cases of whole-process mechanization.

5. Establishment of demonstration counties for whole-process mechanization of facility agriculture: focus on the advantageous areas, promote the construction of whole-process mechanization technology and equipment system and social service system for vegetables, flowers, traditional Chinese medicine, edible fungi and other facility planting varieties, and create two demonstration counties for whole-process mechanization of facility agriculture.

6. Establishment of full-scale aquaculture whole-process mechanization demonstration counties: break through the mechanized production of key links of major breeding varieties, promote the integration of livestock and poultry aquaculture machinery and equipment and breeding technology, and create three full-scale aquaculture whole-process mechanization demonstration counties.

7. The promotion and application of major livestock and poultry large-scale breeding equipment technology: accelerate the demonstration and promotion of precision feeding, intelligent environmental control, disease prevention and control, manure resource utilization, harmless treatment of sick and dead livestock and poultry and other special technical equipment, and summarize and form mechanized solutions for the key links of livestock and poultry large-scale breeding of different varieties.
